LA SITUACIÓN DEL VRAEM ANALIZADO DESDE LA ÓPTICA DE UN “WICKED PROBLEM”

Resumen

Desde el 2006 el Estado Peruano ha buscado establecer estrategias para solucionar el problema del VRAEM donde confluyen la pobreza, tráfico ilícito de drogas, sicariato, trata de personas, terrorismo, entre otros; los mismos cuya solución no son exclusivamente militar. Existen actores con intereses particulares, contrarios a las políticas de Estado. Esta confluencia de intereses le han dado complejidad a la problemática, por lo que puede ser catalogada como “wicked problem”, también denominado “problema retorcido”.

Since 2006 the Peruvian Government, through various schemes has established strategies to provide a solution to the VRAEM situation in which exist several other problems, such as poverty, illicit traffic in drugs, murder, human trafficking and terrorism, among others. On the other hand, there are various actors with special interests, which are often contrary to the policies that the Government are intended to implement. This confluence of actors and interests causes that the VRAEM problem is very complex and can be seen as a wicked problem or also known as “wicked problem”.
